พ่อเมืองพัทยาคนใหม่ ชูนโยบายผลักดันพัทยาสู่ความเป็นนานาชาติอย่างแท้จริง สร้างความเข้มแข็งมุ่งสู่ EECพ่อเมืองพัทยาคนใหม่ ชูนโยบายผลักดันพัทยาสู่ความเป็นนานาชาติอย่างแท้จริง สร้างความเข้มแข็งมุ่งสู่ EEC พร้อมน้อมนำแนวทาง 4 ขาหลักขององค์พ่อหลวง รัชกาลที่ 9 มาใช้ในการบริหาร
ตามที่ ราชกิจจานุเบกษา ได้เผยแพร่คําสั่งหัวหน้าคณะรักษาความสงบแห่ง ชาติที่ 15/2561 เรื่อง การแก้ไขปัญหาราชการเมืองพัทยา อาศัยอำนาจตามความในมาตรา 265 ของรัฐธรรมนูญแห่งราชอาณาจักรไทย ประกอบกับมาตรา 44 ของรัฐธรรมนูญแห่งราชอาณาจักรไทย (ฉบับชั่วคราว) พุทธศักราช 2557 หัวหน้าคณะรักษาแห่งชาติโดยความเห็นของคณะรักษาความสงบแห่งชาติ จึงมีคำสั่งแต่งตั้ง นายสนธยา คุณปลื้มเป็นนายกเมืองพัทยา และให้มีรองนายกเมืองพัทยาไม่เกินสี่คน ตามที่นายกเมืองพัทยา แต่งตั้งตามมาตรา 46 และมาตรา 48 (3) พระราชบัญญัติระเบียบบริหารราชการเมืองพัทยา พ.ศ. 2542 ทั้งนี้จนกว่าจะมีการเลือกตั้งนายกเมืองพัทยาหรือคณะรักษาความสงบแห่งชาติมีคำสั่งเปลี่ยนแปลงเป็นประการอื่น โดยยกเลิกข้อความในข้อ 2 ของคำสั่งหัวหน้าคณะรักษาความสุขแห่งชาติ ที่ 6/2560 เรื่องการแต่งตั้งนายกเมืองพัทยาลงวันที่ 16 กุมภาพันธ์ 2560 ทั้งนี้คำสั่งดังกล่าวให้ใช้บังคับตั้งแต่วันประกาศในราชกิจจานุเบกษาเป็นต้นไป สั่ง ณ วันที่ 25 กันยายน 2561 โดยพลเอก ประยุทธ์ จันทร์โอชา หัวหน้าคณะรักษาความสงบเรียบร้อยแห่งชาติ
โดยวันนี้ 28 กันยายน 2561 ในการประชุมสภาเมืองพัทยา นายสนธยา คุณปลื้ม นายกเมืองพัทยา ได้แถลงนโยบายชัดเจน ในการเดินหน้าแก้ไขปัญหาด้วยความยุติธรรม โปร่งใส พร้อมเสริมสร้าง พัฒนารักษาสิ่งแวดล้อมอย่างสมดุล โดยยึดหลักตามรัฐธรรมนูญ และแนวทางการพัฒนาระเบียงเศรษฐกิจภาคตะวันออก หรือ EEC ซึ่งได้รับมอบหมายจากนายกรัฐมนตรีให้เป็นคณะกรรมการผู้ทรงคุณวุฒิที่มากำกับดูแลเรื่องนี้ เพื่อผลักดันให้เมืองพัทยาเป็นศูนย์กลางเศรษฐกิจของ EEC ตามยุทธศาสตร์ชาติ เพื่อให้เมืองพัทยาเป็นศูนย์กลางของภาคตะวันออก เป็นเมืองเศรษฐกิจของประเทศ
ทั้งนี้ สิ่งสำคัญคือการสร้างความร่วมมือส่วนกลางกับท้องถิ่น ให้มีความสัมพันธ์กันในทุกภาคส่วน เพื่อขับเคลื่อนและพัฒนาเมืองพัทยาร่วมกัน โดยกำหนดทีมบริหาร ทีมที่ปรึกษา เพื่อดูแนวทางการพัฒนาต่างๆ ให้ครอบคลุมทุกด้าน มีการทำงานที่มีแบบแผนชัดเจน เพื่อพัฒนาพื้นที่ให้สอดรับกับการเกิด EEC อีอีซี อาทิ ในเรื่องของปัญหาน้ำท่วม ที่ต้องทำงานร่วมกับส่วนกลาง คือ กรมชลประทานในการแก้ไขปัญหา ซึ่งองค์กรปกครองส่วนท้องถิ่นโดยรอบต้องมีการพูดคุยกันในเรื่องแผนการจัดการน้ำในองค์รวม จะเป็นภารกิจที่ต้องทำงานร่วมกัน พร้อมน้อมนำแนวทางขององค์พ่อหลวง รัชกาลที่ 9 ทำให้ความสำคัญในเรื่องของ 4 ขา หลักในการพัฒนาสังคมและประเทศชาติ คือ สังคม, เศรษฐกิจ, สิ่งแวดล้อมและวัฒนธรรม ที่ได้พระราชทานแก่ประชาชนในการที่บ้านเมืองจะเจริญได้ ทุกๆส่วนต้องเดินไปพร้อมๆ กันเพื่อพัฒนาประเทศชาติให้เติบโตอย่างยั่งยืนนั้น มาบริหารกิจการของแผ่นดินและเมืองพัทยา ทั้งนี้ต้องเกิดจากความร่วมมือของทุกๆฝ่ายที่จะขับเคลื่อนพัทยาก้าวไปข้างหน้าอย่างยั่งยืนและมั่นคงด้วยเช่นกัน
Mr. Sonthaya Khunpluem was born on 10 December 1963. He is the son of Mr. Somchai Khunpluem and Mrs. Satil Khunoluem from Sansook Sub-district, Muang Chonburi District, Chonburi province. He studied at Assumption College Sriracha with a bachelor degree in law from Sripatum University and master degree in Public Administration from Burapha University. He married to Mrs. Sukumol Khunpluem and has 4 children. On political arena, Mr. Sonthaya Khunpluem was Member of the House of Representatives Chonburi Provice under Justice Unity Party in 1992. And in the September 1992 election, he moved to be under National Development Party as the executive member of the Party and became the Secretary to the Minister of Industry. In the 1995 election, he was elected as the Member of the House of Representatives under Chart Thai Party and then became Deputy Minister in Ministries namely, Industry Ministry, Transport Ministry and Interior Ministry. In the 2001 election, he was the Member of the House of Representatives (Party-List) of Chart Thai Party and was Minister of Science and Technology and the first Mister of Tourism and Sports in 2002. In 2012, he was appointed as the Minister of Culture and then in 2013 he was elected by members of Phalang Chon Party to be the leader of the Party in the general election and political Advisor to the Prime Minister and resigned from the post on 25 September 2018 in order to take the post of Pattaya City mayor under the NCPO order 15/2018.
The new mayor of Pattaya City highlights the policy to push forward international level by strengthening the EEC with the 4-pillar direction of King Rama 9 as the guideline for pursuing an administration.
As the government gazette issued the Order of the National Council for Peace and Order (NCPO) number 15/2018 on resolving Pattaya City administration.
Under the provision of section 265 of the Constitution of Thailand and section 44 of the Constitution of Thailand (Interim) B.E. 2557, the Chief of the NCPO with the recommendations of the NCPO, appointed Mr. Sonthaya Khunpluem as the Pattaya City mayor with not more than 4 deputy mayors to be appointed by the mayor under section 46 and section 48 (3) of the Pattaya City Administrative Organization B.E. 2542 until the next election of mayor or any changes under the NCPO order and the statement in No. 2 of the NCPO order 6/2017 on the appointment of Pattaya City mayor on 16 February 2017 is revoked. Such order came into force since the date of the announcement in the government gazette on 25 September 2018 by Prime Minister Prayut Chan-o-Cha, Chief of NCPO.
On 28 September 2018, at the meeting of Pattaya City Council, Mr. Sonthaya Khunpluem, mayor of Pattaya City stated the policy in stepping forward to resolve any problems with fairness and transparency and to foster the environmental issue by holding the principle of the Constitution and the Eastern Economic Corridor approach as he has been assigned by the Prime Minister to be the expert committee on this matter in order to boost Pattaya as the center of the EEC in line with national strategy to push forward Pattaya as the center of the East and the economic city of the country.
The key point is the complementarity between the central and the local administration to boost Pattaya by formulating the team of executives and advisors to oversee the development comprehensively with the explicit plan of action for the growth of EEC such as flooding which need to be coordinated with the Department of Irrigation and all local administrative organizations concerned must discuss together on water
management as the joint mission. Also the guidelines from King Rama 9 on 4 pillars on social and national development namely social, economic, environmental and cultural matters for the prosperity of the nation must be implemented in administrating Pattaya city by a good cooperation from all concerned in order to push forward sustainable Pattaya.
